  • The European project SA-URG will participate in Nafarroa Oinez 2026 with a joint exercise of coordination and first aid workshops and cardiopulmonary resuscitation open to the public.

Following several years of joint work between emergency services in Spain, France and Andorra, the European project SA-URG will take a new step forward in Nafarroa Oinez 2026 with the implementation of a joint exercise that will enable the development of a cross-border healthcare system capable of acting in a coordinated manner in the event of major emergencies, incidents involving multiple casualties and disasters. Thanks to the collaboration of Nafarroa Oinez, which has made a workspace available to the project within the framework of the event, professionals from different territories will be able to train procedures, strengthen coordination between teams and test tools developed during the project in a real environment. This exercise will also serve to identify challenges and opportunities in key areas such as operational coordination, communication between teams, and overcoming the administrative and legal barriers that still hinder a fully integrated response on both sides of the border.

First aid and cardiopulmonary resuscitation for the public

In addition to the internal coordination exercise, SA-URG will offer first aid and cardiopulmonary resuscitation (CPR) workshops open to the public. The goal is to bring basic knowledge that can prove crucial in an emergency situation, promoting a culture of prevention and preparedness that allows anyone to act quickly and appropriately until emergency services arrive.

With this initiative, the project seeks to bring the field of emergencies and emergencies closer to the population and highlight the role that citizens can play in the chain of survival.

SA-URG: building a cross-border health emergency response

When an emergency occurs, borders should not be an obstacle. With this objective in mind, SA-URG was born, a European project that brings together healthcare professionals and institutions from Spain, France and Andorra to improve emergency care in the Trans-Pyrenean region.

SA-URG was created to improve the health response to emergencies and emergencies on the cross-border territory, promoting more coordinated care between the different health systems. During the project, the partners worked on developing common procedures, coordination tools, and initiatives to improve interoperability between services. Additionally, they promoted a comprehensive joint training program for healthcare and emergency professionals.

Among the actions carried out are immersive training at the SENS center of the CHU in Toulouse, the creation by Navarrabiomed of a helicopter rescue and medical assistance simulator located at the Public University of Navarre, specialized training in emergency management, emergencies, and mountain rescue driven from Aragon, as well as sessions on the application of augmented reality glasses in emergency care led by the Centre Hospitalier de la Côte Basque in Bayonne. These initiatives are complemented by training in public policy evaluation applied to the SA-URG project itself, aimed at analyzing the impact of the actions developed and providing tools for their future sustainability.

All these initiatives have served to strengthen the joint capabilities of professionals, foster mutual knowledge among the various emergency services, and continue to build the necessary conditions for a more coordinated, effective, and needs-based cross-border response.

The SA-URG project is co-financed 65% by the European Union through the Interreg VI-A Spain-France-Andorra Program (POCTEFA 2021-2027). The objective of POCTEFA is to strengthen the economic and social integration of the border area Spain-France-Andorra.
